Other functionalities of FBT level users

• Adding a facilitator and resource to Formation Base and Unit is only available to FBT user
• Edit profile of other users.
• Change the phase of each user.
• Accepting or Rejecting the requests received from users from other bases. [From the global sessions tab in homepage]
• Add a new base team member or change a normal user to a FBT member.
